Non-Commercial Fishing Regulations

Who Needs a License

  • Nonresidents must have a Nonresident Recreational Marine Fishing License (NRMFL) to fish in state marine waters.
  • A Freshwater Game Fishing License is required for certain freshwater species.

Core Gear Rules

  • Throw Nets: Minimum 2″ stretched mesh; smaller mesh in/near the water is unlawful. (HAR §13-75)
  • Gill/Draw/Drag/Seine Nets: Generally ≥ 2″ stretched mesh, with inspection, time‑in‑water, and unattended‑net restrictions; drift gill nets are prohibited in State waters. (HAR §13-75)
  • Akule Nets: Specific mesh sizes and methods; additional restrictions apply by license type. (HAR §13-75)
  • Spearfishing: No spearing for lobsters and crabs; take of females prohibited for some species. (HRS §188-70, Act 207)
