State Partners
DLNR-DAR works closely with state agencies and offices to manage and protect Hawai‘i’s marine and coastal resources. These partnerships ensure effective stewardship and compliance with state regulations.
DLNR Divisions
Boating and Ocean Recreation (DOBOR)

Oversees statewide ocean recreation and coastal area programs, including 21 small boat harbors, 54 launching ramps, 13 offshore mooring areas, 10 designated ocean water areas, 108 ocean recreation management areas, navigation aids, and public easement beaches. The division also registers small vessels.
Bureau of Conveyances (BOC)

Maintains the State’s official land title records. The Bureau reviews, records, indexes, and archives over 344,000 Regular System and Land Court documents and maps each year. It also issues Land Court Certificates of Title, provides certified copies, and processes UCC research requests. Hawai‘i is the only state with a single statewide recording office.
Conservation and Coastal Lands (OCCL)

The Office of Conservation and Coastal Lands oversees about 2 million acres of private and public land within the State Land Use Conservation District. It also manages beaches and marine areas extending to the seaward boundary of the State’s jurisdiction.
Conservation and Resources Enforcement (DOCARE)

Responsible for the department’s enforcement activities. With full police powers, the division enforces state laws and rules related to state lands, parks, historic sites, forest reserves, aquatic and wildlife areas, coastal zones, Conservation Districts, and state shorelines, as well as county park ordinances. It also enforces laws on firearms, ammunition, and dangerous weapons.
Engineering Division (ENG)

Engineering Division provides engineering services and technical assistance to other Departmental divisions and other State agencies to implement capital improvement or repair and maintenance projects and administer programs for Water and Land Development, Mineral Resources development, and prevention of Natural Disasters.
Forestry and Wildlife (DOFAW)

Responsible for the management of State-owned forests, natural areas, public hunting areas, and plant and wildlife sanctuaries. Program areas cover watershed protection; native resources protection, including unique ecosystems and endangered species of plants and wildlife; outdoor recreation; and commercial forestry. Historic Preservation Division (SHPD)

Works to preserve and sustain reminders of earlier times which link the past to the present. SHPD’s three branches, History and Culture, Archaeology, and Architecture, strive to accomplish this goal through a number of different activities.
Land Division (LAND)

Responsible for the management of State-owned lands in ways that will promote the well-being of Hawaii’s people and insure that these lands are used in accordance with the goals, policies and plans of the State. Lands that are not set aside for use by other government agencies come within the direct purview of the division. The division also serves as an office of record and maintains a central repository of all government documents dating back to the “Great Mahele” of 1848.
State Parks (SP)

Manages and administers 52 state parks encompassing nearly 25,000 acres on the 5 major islands. These parks offer varied outdoor recreation and heritage opportunities. The park environments range from landscaped grounds with developed facilities to wildland areas with trails and primitive facilities. Issues camping permits.
Hawaiʻi Coastal Zone Management
Coastal Zone Management (CZM) balances economic development and conservation of resources in a sustainable manner and is a concept also known by other terms including integrated resource, place-based, and ecosystem management. We look at ecosystems as an interrelated whole rather than at the individual species, resources, or uses.
Department of Agriculture & Biosecurity
The Aquaculture and Livestock Support Services (ALSS), a branch of the Animal Industry Division, generates diversified agriculture solutions for moving Hawaiʻi towards greater food self-sufficiency, and fosters viable export industries.
Department of Health
The Division of Aquatic Resources partners with the Hawaiʻi Department of Health to protect marine and coastal ecosystems by ensuring clean water and healthy environments. This collaboration supports water quality monitoring, pollution reduction, and informed management practices that sustain Hawaiʻi’s reefs, fisheries, and coastal resources.
University of Hawaii
The Division of Aquatic Resources partners with the University of Hawaiʻi to support science‑based management of Hawaiʻi’s marine and coastal resources. Through collaborative research, monitoring, and education, DAR and UH strengthen understanding of reef ecosystems and fisheries to inform effective, adaptive resource management.
